TOCCA’s approach to strategy takes a holistic, system-based view. We believe an organisation’s strategy should:


	Define the boundary of the system being analysed
	Have a clearly articulated and measurable goal
	Consider obstacles that might prevent the organisation from progressing toward its goal
	Define what must be done to overcome the obstacles
	Understand the quantity and competency of resources necessary for goal achievement

Every time performance or goal attainment is below expectation, the following questions must be asked:


	What is it about the existing organisation that we must change?
	What are we going to change the organisation to?
	How are we going to make this change happen?

TOCCA answers these questions by using a systematic set of logic tools, known as the Thinking Process.
